Federal regulations require each state Medicaid Program to establish a committee to serve in an advisory capacity on health and medical care issues. According to 42CFR431.12 [PDF 28KB], this committee must include the following:
- board-certified physicians and other representatives of the health professions who are familiar with the medical needs of low-income people and with the resources available for their care;
- members of consumer groups, including Medicaid recipients;
- agency heads from the Department of Children and Family Services and the Department of Health.
The committee may be asked to provide the Agency with advice on improving Medicaid recipients’ access to specialists, and enhancing our communication with Medicaid recipients. Members may also be asked to review and provide input on a variety of Medicaid materials, and to make recommendations to the Agency about Medicaid policies, rules and procedures.

The Florida Agency for Health Care Administration is modernizing its approach to overall Agency functions in order to build better connections to relevant data sources and programs, and improve health care options and outcomes. This initiative, known as Florida Health Care Connections (FX), is a multi-year transformation to enhance the provider and recipient experience, improve access to health care data, and enhance data integration between State of Florida agencies.
Florida Health Care Connections (FX) Governance is organized into a two-tiered structure with specific roles and responsibilities delegated to each tier. The first tier consists of the Project Execution Layer, which has three components: FX Implementation Team, the Module Procurement Project Teams (overseen by the FX EPMO), and FX Program Administration. The FX Project Execution Layer has the responsibility for the prioritization of FX procurements, MITA compliance, and tactical support of active FX projects. The second tier consists of the Program Oversight Layer, which includes the FX Executive Steering Committee (FX ESC) with input from FX Program Administration and the Executive Office of the Governor (EOG) Workgroup on Data Sharing and Interoperability. The ESC is comprised of 15 members from multiple State of Florida agencies.
